Before commencing business operations or starting work in any establishment in Bangladesh, employers are legally required to notify the relevant labour authority. This mandatory notification is a crucial early compliance step stipulated by the Bangladesh Labour Act, 2006, and the Bangladesh Labour Rules, 2015. Providing this notice ensures the Department of Inspection for Factories and Establishments (DIFE) is formally aware of the new establishment, enabling regulatory oversight from the beginning.

The Department of Inspection for Factories and Establishments (DIFE), under the Ministry of Labour and Employment, is the authority responsible for receiving and processing these notifications.

Notification Requirements#
Timing#
The law requires that the notice must be submitted to the Chief Inspector (Inspector General of DIFE) at least fifteen (15) days before starting work or business operations.
Required Form and Information#
As per the law, the notification must be submitted in Form 75 (in duplicate). This form includes the following information:
- (a) Name and location of the establishment.
- (b) Name and address of the owner.
- (c) Address for correspondence regarding the establishment.
- (d) Nature of the work or business to be carried on.
- (e) Nature and amount of power to be used (if any).
- (f) Name of the manager responsible for the establishment.
- (g) Probable number of workers to be employed.
- (h) Any other information prescribed by the Rules (as detailed in Form 75).
Submission Process#
- Complete Form 75: Fill out two copies of Form 75 accurately with all required details.
- Submit to DIFE: Submit both copies to the office of the Inspector General of DIFE or the relevant Deputy Inspector General (DIG) office overseeing the establishment’s location.
- Acknowledgement: The receiving DIFE office will examine the form, sign one copy, and return it to the employer as acknowledgement. This copy should be retained securely.
Additional Points#
- Changes: If any submitted information changes later, the employer must immediately inform the relevant DIG office.
- New Manager: If a new manager is appointed, the owner must notify the Chief Inspector in writing within seven (7) days of the manager joining.
- Further Information: DIFE may request additional information beyond what is in Form 75 if deemed necessary.
- Applicability: This notification requirement applies even if the establishment operates solely with the help of family members and employs no workers for wages.
